Why when you board a ship and steal it its still all broken when you go on it?By broken I mean theres masts fallen over, broken walls, and torn sails

Because that is what happens when you blast iron balls into wooden ships. The ships gets all broken up. In fact it is too clean and tidy. There should be buckets of blood splashed all over everything and dismembered arms, legs, and heads laying around. Combat is very ugly.

You mean when you go to your own ship's deck from 3D sailing mode or during boarding?

When I port and walk around it in 3d mode. (I should also clearify that I repaired the ship when I made port and its still broken)

Ahh. You are on the ship's deck walking around. Those ship decks are used for many situations and sometimes they are right and sometimes they are wrong. Methinks there is only one ship deck for each class of ship.
